  • During the COVID-19 public health emergency (PHE), Medicaid redetermination was put on hold.

Legislation passed in December 2022 under the Consolidated Appropriations Act, 2023, calls for the pause on redetermination to end on March 31, 2023. Basically, in simple terms, this means that beginning April 1, 2023, states will be able to end Medicaid enrollment for individuals no longer eligible for Medicaid.

Medicaid redetermination is the annual process that states use to make sure that Medicaid enrollees continue to be eligible for Medicaid coverage. Those who are no longer eligible for Medicaid will lose their Medicaid coverage and will have an “unwinding Special Enrollment Period (SEP),” from March 31, 2023, through November 30, 2024 (20 months). During this period, and if you are not covered by an employer health plan, we suggest that you review your options for health coverage and select an Individual and Family plan that best fits your health and wellness needs.

At Health Alliance, we're here to help you navigate through your options, answer any questions you have regarding the redetermination process, and assist you in finding a plan that best supports your budget and the needs of you and your family.

If you experience this qualifying event, you and your eligible Dependents may enroll in the same metal level Plan as your prior Plan, a Plan one metal level higher or lower if no Plan is available at the same metal level, or you and and/or your Dependents may choose to enroll in any separate Plan. You have 90 days before or 90 days after a loss of coverage to select a Plan.

Plan selections made under the Unwinding SEP by November 30, 2024, will have a coverage effective on the first day of the following month following plan selection. Plan selections made from December 1, 2024, through January 15, 2025, will follow normal open enrollment effective dates. This guidance is applicable to all Marketplaces.

The following events don’t qualify you for a Special Enrollment Period:

  • You lost coverage because you didn’t pay your premiums.
  • You chose to quit your plan.
  • You left a plan that didn’t meet essential coverage requirements, like a short-term plan.
